Victory Uchida (the guy with the giant V on his head) starts appearing in the real/digital world from Chapter 5 onwards. Talking to him nets you a rare item but he only appears once per chapter.

Chapter 9: Broadway 3F. Receive Friendship USB.

Chapter 10: Eden Free Area. Receive Powerful Pineapple and Lilithmon medal.

Chapter 11: Nakano Underground. Receive Millionaire USB.

Chapter 12: No appearance.

Chapter 13: Asakusa Main Gate area. Receive Guard Apple and Rivaiamon medal.

Chapter 14: Central Hospital Lobby. Receive High Capacity USB.

Chapter 15: Broadway 3F. Receive Intelligence Carrot and Beruzebumon medal.

Chapter 16: Inside Shibuya Tower Records. Receive Panic Barrier DX.

Chapter 17: Akihabara, Main Street. Receive Speed Banana, Berufemon SM medal and Berufemon RM medal.

Chapter 18: No appearance.
